You'd have to ask them specifically. It's like asking how you get to use someone's storage locker as storage if you're not a customer. Either become a "customer" and/or ask the owner. There's no way around that.

If someone wanted a guest ftp account on my storage/domain they'd have to ask me because it's my space.

What are you actually trying to do ?

If you want access to and use of an anon ftp server you pretty much have to pay for it (or use your own connection) unless you know somone really really well and trust them with your data.

It all seems very suspicious to me. You won't answer the question of what you are trying to achieve and seem to keep dismissing (correct) answers. Why don't you tell us what you want to hear and we will just say that.

Ok, you didn't mention uploading, but read access is already available, so I'm sure an e-mail is the way to go.
