Believe it or not, I'm currently surfing wirelessly on an old 100MHz laptop with a mere 80MB of RAM (Just added a 64MB stick to the built-in 16MB).
I used 98lite (https://www.litepc.com) to strip down Windows 98 to the bare essentials along with LiteShell (http://www.labyrinth.net.au/~mosses/rob/index.php?page=liteshell). This is a huge improvement over the standard build of Windows 98 (and would probably be a lot faster than Windows 2000). If you've got a copy of Windows 98 laying around, it might be worth a go.
Neither Firefox nor Mozilla came close to an acceptable speed, but much to my surprise Internet Explorer zipped along relatively quickly (even with all the latest patches applied).
Also, although I don't use it on this laptop, I've used an email client called Calypso for years. It does nothing more than you need it to, is pretty lightweight, fast, configurable, and I've never had a problem with it.
