When a card says "0% on purchases for 9 months" does that mean 9 months from when you make a purchase or 9 months from when you receive the card?

Generally when the account is opened, ie when you sign the agreement (either electronically or sign and return by snail mail).

Which card are you looking at?

However, what's more crucial is when it ends. That's definitely worth knowing!

Either tescos clubcard credit card (12 months) or maybe one one the cash backs cards. None specifically... was just looking around as don't currently have a card and was wondering

the 0% offer on purchases on any cards is only valid for either 3/6/9/12 months depending on which card from the day the account is opened, but if you don't intend to pay off the balance within that time limit then be careful as to what will be the interest rate once the 0% offer is finished or can can transfer balance to a new card with a 0% interest

As YorkshireBoy says, the promotional period usually commences with the opening of the account, but please do remember that even though no interest is charged, you must make the Minimum Payments on time during the promotional period or they will actually revoke the 0% deal.
