Payment holds, what happens if negative feedback is left?

I've just had to leave someone a neg who had a payment hold put on the payment. Now they are convinced that they won't get their money. I haven't got the money back, so... what happens? I'm not planning on raising a dispute because it's not worth my while, but I would feel bad if they did completely lose their money. 
This is my opinion. There are many others like it but this is mine

After 21 days the funds are released as long as a dispute isnt raised
