Tax credit potential payment????

Bit of a long story but here goes:
We first applied for TC in the middle of march this year. We realised we would not be entitled to any payments as we had earned to much in 07/08 but were advised by one of the telephone advisors that we should still apply because we would have a current claim and because our earnings for this year were going to be less our payments would come through quicker.
We received our award for 08/09 which as expected was £0
We then thought we had to wait for a renewal pack but after a few weeks and not hearing anything I telephoned them only for them to confirm that I should wait for a renewal pack, which we did. I received my renewal pack in the middle of june and sent it back immediately. I then recieved our award notice for 09/10 which has a potential payment of £311 on it. This is the 10 weeks that we did not recieved because they were still working off last years payments of £0 ( and I hadn't informed them of an income decrease because I was advised to wait for a renewal pack and didn't realise I had too)
I telephoned the office and asked about the payment to be informed that they will not pay this until the end of the tax year because we only informed them of a decrease in income after ten weeks and our earnings may go up for this year so then it would be an overpayment????
I explained to the telephone advisor that we were advised to apply at the end of last tax year and if I had known that they would carry on the payments for the first part of the year at zero we would have waited and made our first claim at the beginning of this tax year ( apparantly then we would have been paid)
The telephone advisor has contacted head office to ask for the potential payment to be released to us but I have recieved a letter today saying they will not release it until the end of the tax year?
Any advice about who I can contact to appeal about this? As we are really struggling at the moment and I could really do with this money. I am baffled by it all?

Wellll.... I have just spoken to them again and the advisor didn't understand why They are witholding the payments, so she went and asked her supervisor and they didn't understand either and apparantly no matter which way they try and explain it to me it won't make sense!!!
Go figure!!!
I give up!! guess we will have to starve lol
