Help.... Citroen Xsara... drivers

Recently test drove a Citroen Xsara 1.9 Turbo Diesel SX 1998. I notice that somewhere between 3800- 4200 RPM suddenly the turbo boost dropped and the car wasn't pumping any more power. The RPM didn't drop but just the acceleration disappeared. So I am wondering why is there an apparent power cut. Is there a Rev limiter on these cars?
The cars RPM red lines at 5000 RPM so I cannot see why, if fitted, the rev limiter should cut in at about 4000 RPM
Any one else has come across this with the Xsara Diesel.
Could this be a fault?

Be interested to hear from all Xsara Diesel owners regarding anything (any issues ,, things to watch out for etc) to do with this car as I am thinking of buying one. Thanks BM
