Try going into Forums Listing Display Options in the Cpanel and changing 'Show Private Forums' to yes.
You might be better off going to the VBulletin Community Forums for help with it, that's part and parcel of what you've paid for..0 -
From what I can remember of the last time I ran a forum, I think you need to make the whole site public, then set the permissions for each individual forum or group of forums you don't want viewed publicly. Bit of a PITA but once you have done it it makes future privacy settings a lot easier to work with.0

Login to the admin panel and for each of the forums that you want guests to be able to access, modify the permissions for the forums so that guests can do what you want them to be able to do:
- Login to admin panel.
- Click 'Forums & moderators'.
- Click 'Forum permissions'.
- Click '[Edit]' next to the 'Unregistered / Not Logged In' usergroup under each forum you want to set the perms for.
From there you can set the permissions for the unregistered usergroup (ie 'guests'). If you need to revert the perms back, click on the 'reset' link in the last step above.
Note the default settings for all forums should be enough to allow guests to view forums anyway, if that's not the case then maybe you need to reset the forums to their default permissions (follow steps above but instead of clicking on [Edit] click on [Reset]).0 -
Would somebody kindly check it out for me?
Have done all of the above and still see the words ' private' when not logged in0
