This thread should perhaps have been posted in the 'cutting tax' section.
Although I am no tax expert I would just say that tax avoidance is perfectly legal, whilst tax evasion is not. Moving monies across borders to avoid tax authorities knowing might not be considered as legal avoidance.
You may need to take advice on this one from accountants.RIP independent MSE.

Googling "french gift tax" throws up http://www.sykesanderson.com/service_france/articles/french_gift_tax.asp as the first result, which would imply that your friend would be liable for gift tax even if he is gifting outside of the country.0
