Ticket issued in wrong London Borough?

I've just received a Penalty Charge Notice on my vehicle which was parked in a road in the London borough of Southwark...however the ticket was issued by an enforcement officer from the neighboroughing borough of Lambeth! just wondered if this is 'allowed' or whether it made it unenforcable? can officers just wander whereever they like and ticket cars? Why should one borough benefit financially from a violation in another?

The road is close to the borough boundary but is definitely in Southwark rather than Lambeth, coincidentally I had to check this today with the council, which made me think of it now! thanks for any help - I know its a weird one!

    Have you checked the boundary with all due care to be certain ?

    not yet - but it was parked directly outside my flat which is definitely in Southwark, on the same side of the road. I will ring the council tomorrow and see if this road actually forms the boundary, and if so how parking is worked out when this happens. Its just kind of academically interesting!

    Check very carefully including checking the Traffic Management Order (TMO). Bear in mind that the TMO may be wrong. Get the boundaries accurately known and compare carefully to the TMOs. You will need to see, better still get copies of, the TMOs from both councils that cover that street. If they issued outside their own area then I believe you must and will prevail.
