will i need a TV License tv with damaged tuner

Hi Can anyone tell me where i stand on this situation
Its a recession im skint no work at present and have looked to make cuts in my live to help make ends meet,,food drink bath lol £5 petrol for car
To fund this level of excistence ive had to make cuts 1 been theTV licence im truthful when i say i never watch it.
Everthing i watch is on youtube all none mainstream ,video lectures, radio broadcast on demand, uploaded tv seris on youtube like hells kitche. Yes i even do odd times venture to iplayer mainly news24....4OD, itv pick its vast wealth of on demand mainstream viewing via PC i simply drag the iplayer image onto monitor 2 via graphics card in duel mode,then it send iplyer to the tv i own via S video .
I simply dont miss live tv because ive come to leave it behind me. MY pc is not fitted with any kind of digital freeview card. However i do need a tv old style analog tuner none digital ,a vhs video recorder as i own a old style vhs-c camcorder and use it to view edit my home movies. I also have a games console.
The tv in question has a defective tuner it cannot tune the uhf no matter how far you tune the scale. Yes it will take digi box via scart but i dont pocess a freeview box. The house is rented a dish an cable come to house with metre of cable rolledup in corner also there are arial feeds in 2 rooms living room and 1 bedroom which is completly empty. The tv with broken tuner is in living room an both tv and dvd player are opposite side of arial input 9ft apart never connected up where there is no ariel input to my main bedroom an no tv
I dont want to tamper with ariel installation to rented house so cables are tied up taped to wall baords
So in short i have a tv with a defective tuner and would be willing to show inspectors this.
A vhs video which i could get ridd of if a licence is required
id simply upgrade to a vhs video to usb digital convertor unit.. that puts footage onto pc direct from my vhs-c Camcorder to eliminating the use of vhs video recorder. I must admitt ive been planning on moving to digital from old style vhs editing awhile..... . But want use the tv for games consol too and dvd player.
See i keep getting these horrible letters,,first 1 or 2 ,now 2 a month,, about visits and fines £1000 im frightened to do my gardening in case the enforment peolpe come. Im frighten to sit on my step incase they come to sting me for owning a tv but not listening when i say tuner broke and the ariel input is other site of room ...then hit me for vhs video .... I get knocks on door an hide qivering behind the door because i dont know my legal status here ,,,, i see his shadow walk in corner of window leather file busting with £1000 fines ...
please can some 1 give guidence to how i stand
would it mean goin to court on summons an ask the court to test tv indepentant to see if it could of received bbc services as a stand alone unit and confirm the tuner is faulty...would i have to go that far ....would i be charged court costs...oh god helppp
my lawn is nearly 2 ft i used to love afternoons in my garden, i used to love not having forcefull knocks on my door

You need to stop ignoring the letters and phone them up. That's the only way you will stop worrying.

Tell them to prove that you are watching TV programmes. The TV licensing are a bunch of bullies. And there is no point in phoning them up they don't listen.
Write a letter to them inviting them to your house at a specific time to suit you.
Tell them that if they don't come at that time and date then you withdraw permission for them to come on your property and if they do it then will be considered trespassers and will be forcibly removed.

You are breaking no laws. It doesn't matter even if the tuner was working. So long as you are not watching TV programs as they broadcast via analogue, freeview or satellite or recording the same then you do not need a TV licence. You do not need a licence to view VHS tapes on a video player.0

ive suddenly lost my interest in watching bbcnews via iplayer an return to the vast vast vast vast vast sources of on demand entertainment the world wide web offers

OP - have you actually received any letter? If not, there's no need to ring them or invite them round. Just forget about it and carry on watching your non-live programmes.
And don't forget, you do not have to let them in your home.0 -
