Halifax Trouble - Yet More Bank Charges After Payout Offer

Earlier this year in March I accepted a Payout Offer from Halifax for £798.00; out of the unfair Bank Overdraft charges that had been applied in mid- to late 2008.
After I managed to get hold of only £408.00 of the £798.00 on March 19th (the payout was made into the very same account that was put into minus by all those charges; and a freeze had been applied), in a letter dated 30th June 2009 Halifax Retail Bank Collections demanded yet another £69.28 before 14th July 2009; suggesting enforcement action would be otherwise taken.
That £68.28 is made up of yet more wrongful bank charges - £35.00 on 23rd May and £28.00 on 30th June; since an Interest Debited payment of £6.95 had only sent the account into minus again by just -£6.28. Halifax had also wrongly removed the £500 overdraft facility in mid-2008, contributing also to the whole bank charges situation.
This latest demand action appears to be done out of spite for my reclaiming some of those excessive bank charges. I would appreciate your advice and assistance ASAP in receiving remedy for this wrongful situation.
