He will probably be dismissed, it's clearly gross misconduct. (I'm a bit surprised that MSN was even installed on a Company PC, or was the browser version used?)0

The IT is just the tool that your chum has used during his mismanagement of his branch. This will have nothing to do with internet policy, the !!!!!! is just the icing on the cake [so to speak].
I find it amazing that someone how is a manager of a branch is this naive; if he found another member of staff doing this, then he would expect to dismiss them wouldn't he??? Internet policy or no internet policy.0
