reclaim bank charges whilst in middle of an IVA

My son and daughter in law are in the middle of an IVA. Can they reclaim bank charges at this time and if so, it has been suggested that a new bank account is opened, can anyone suggest a bank that will take them on?

I'm quite familiar with the way IVAs work now.
They shouldn't need a new account, unless their current one is unusable.
If it is overdrawn the amount will be included in the IVA and the account will be closed.
I'm fairly sure that they can still claim though, but the amount will probably be deducted from the IVA total, so the Insolvency Practioner will need to be told so that he can re-apportion payments to creditors (unless it hasn't started yet, of course).0
