ticket issued ONE YEAR after event-can i appeal?

Hi
I have had a look through older threads and cant seem to find an answer to this question, but hope it will be non-griefy!
My dad was sent a Penalty Notice Charge from Transport for London dated 18 June 2009. The date of the offence (stopped where prohibited -on a red route or clearway) was pictured on CCTV on 09 July 2008!!!!
Due to the time lapse etc, my dad cant even remember who was driving the car (it could well have been my sister or my mum). I called TFL and they said the DVLA had given them the wrong information and that they had been sending notices (and even bailiffs!!) to our old address. I have checked with the DVLA and we updated them in December 2008 when we moved.
My question is, as the ticket has being issued nearly as year after the event, and the reason for the delay was not our fault. Do we have grounds to appeal? and under what section/act etc?
