Quote to Tarmac Drive

Looking to extend my existing driveway by tarmaccing the front garden. The quote I've received is for the following:
1. Take down a 2.2m length x 0.5m high front wall and dispose.
2. Lay 2.2m of front kerbing.
3. Excavate 22mm2 of garden to a max depth of 350mm and dispose.
4. Supply grade and compact Type 1 sub base.
5. Supply and lay 26m2 of tarmac, rolled 60mm thick.
6. Build a side wall consisting of 6m length foundation and block wall approx 600mm high with coping.
The quote for the above is £2400 + VAT and is based in Aberdeen.
Please can fellow forumites let me know if this is a reasonable price.

Don't know whether it's the same in Scotland, but in England, I think I'm right in saying you would need planning permission for this (something to do with increased area of hardstanding leading to more surface water run off). Might be worth checking first as you would be mightily pi55ed off if council made you rip it up again!
