does anyone Know of any free software that can turn an image into either a watercolour or oil style picture

Yep... and it's free too! It's called Paint.NET and can be downloaded from here:
http://www.eecs.wsu.edu/paint.net/
To make your picture an oil painting, just open the program, load your picture, click on the Effect menu item and select oil painting.
