internet fraud, blocked card and Paypal refund

Sorry if this is not the correct place to post, but I don't know where to add my post ...
I noticed yesterday that £2300 has been charged to my debit card as my card got cloned or details stolen, and I blocked my card asap. My bank is looking into the fraudulent charges

However, today I received a confirmation for a refund for a missing parcel, which was ordered through paypal. I was in discussion with the company for a few days and today they confirmed the refund
The company already refunded the transaction, which I can see from my paypal account,
But the car linked to PP has now been blocked and PP always uses the card that was charged originally
how will i receive my refund? I emailed Paypal but I don't know if they will reply

Phone PayPal and ask.

welll, i tried to contact them , being kept on hold for over 45 min I gave up
I send them an email too, that was 5 days ago, and no reply as yet

yes it is, PP received it, according to my PP account it was refunded to my card. The bank says that as card is blocked no tranasactions (in or out) are allowed
