who is responsible for wall costs?

We're buying a house on a newish estate. It has 3 houses on the left hand side of a 'communal green' and 3 on the right. When we viewed the property the owners mentioned that he and the other 5 homeowners had all agreed to have walled front gardens up to the green rather than the open fronts they have now and one of the neighbours was willing to co-ordinate it. I'm very happy with this arrangement, however no work has yet taken place. We are heading for a completion date of 28th April so I doubt it will be finished or even started by then.
So who is responsible for these costs? Is the seller because he agreed to have the work undertaken? Or should we just grin and pay for the costs ourselves to keep friendly with everyone?

You will be responsible as you are the owner when the work commences. Naturally, you'll deduct this cost from the purchase price or hold it in escrow until the work is completed.
If the work isn't started by the time you complete the purchase you're under no obligation to do it.0
