Need some advice about FTBI and countryside properties going back on their word?!?!?!

I have found a lovely new built home as part of the FTBI scheme set up by the government. I have been to view the property on several occassions and the Countryside Properties representative told me I can secure the plot/house if I paid an early bird fee / reservation fee of £250.00 (refundable if the application was rejected). This seemed like a great idea as I really wanted the house so today I paid the reservation fee and then recieved a call at the end of work today telling me that the money as been refunded by them to my account as they now have another couple coming to view the same house?????
Where do I stand in regards to the law on this.
They sold me a service and have gone back on their own word and initial advice. They gave me the hard sell about this so called early bird scheme telling me that it guarantees me the property I want and now it looks like they are going to sell this property from under my nose purly becuase they feel they can sell it a few days earlier.
Any ideas what I can do as this as totally ruined my day and I feel as though they are discriminating against me. I thought (because they told me so) if I was to reserve it first then I would have first dibs at the property.
The full situation is this. When I first viewed these new builds they were not ideal for what we wanted so we looked elsewhere and found another house from a different developer within a semi-rural location which we put an offer in and they accepted. The rep from countryside properties then contacted us back a couple of weeks ago (a couple of weeks after we had our other offered excepted) and said the show home is now available and it was at this point we were first told about the early bird scheme / reservation fee. We then pulled out of the house we found and decided to go for the show home and reserve it. This situation is so frustrating now as they have totally messed me around.
Advice needed please on where I stand.
I found this on a website... An 'early-bird' or 'up-field' reservation is different, as you are pre-reserving a particular plot. You are then given first refusal on this plot when it is released for sale.
