bt connection charges and community alert alarms

with all the talk about a possible tax on landlines
i wonder if the government think tank people would consider
an exemption for disabled people who require a landline to have a
community alarm system.
I know lots of people who can't/don't have one when they need it as the
installation charge puts them off.
i noticed on hotukdeals that bt are running a campaign for free installation just now if you take an 18 month contract (minimum plan £11.25/month)
so i'm hoping maybe some folk who are put off having help they need may be able to get it.
