I am not sure if this will work in Libya but a friend of mine has used it successfully in Europe.

Open a Nationwide BS account. Ensure that you have no overdraft facility on this account. Get a cash card on that account and give it to the person you wish to have the money. Pay in whatever you want. Provided they have access to an ATM they can draw out the cash whenever they want free of charge.

There may be a fee for using the ATM. You would need to verify that.

I used paypal to pay for a holiday rental of an apartment in Spain recently. The owner had to sign up to paypal but I saved the cost of the extortionate bank transfers

Not much use for Libya but useful for European transfers....

I asked someone at Lloyds' call centre this week what was the cheapest way of sending money abroad. Initially I was told it would be £20 for a 'moneymover'. I then said I had heard that there was a cheaper way to do this. The man went off the line for a bit and then came back & told me that I could use a Euro draft which would only cost £10. Apparently you have to go into the bank to do this. Wish someone had mentioned this before!

Small amounts can be moved via http://www.moneybookers.com/app/ - I've used this successfully to transfer money to an account in France. Hope it helps.
