Grounds for Appeal?

Would there be reasonable grounds for appeal if a car park ticket machine displayed the name of a District Council that no longer existed? Car Park tickets are purchased from machines in Liskeard which display the name Caradon District Council. We no longer have District Councils - rather a unitary authority, Cornwall Council, which is the name on the fixed penalty notice. Would this count as a reasonable discrepancy do you think?

In a word - no. It doesn't matter what it says on the machine, as long as the details on the penalty notice are correct...
If it looks like a duck, and quacks like a duck, we have at least to consider the possibility that we have a small aquatic bird of the family anatidae on our hands

  • What was the contravention?
  • I went over the time because basically I was in a hurry, put the maximum amount of money in the machine and assumed it would last all day. I didn't read the up to 5 hours bit on the machine properly and just assumed it was over 5 hours. There are no signs that say the Car Park is short stay. I was at a Council Meeting as well which makes it doubly annoying to get at £40 fine from them (£80 if you don't pay on time)! No one likes to get a ticket do they ...?
