Yes, that's normal. Caller Display and 1571 are only free if you make at least 2 calls a month or 6 calls a quarter.

Make a couple of calls every month.

You can't if calls are with Sky, as Sky make it impossible to route calls over BT.

There's an over-ride to make the calls with BT. Quoted from the BT website...
Alternatively, if you'd like to make one-off calls that are chargeable to your BT bill then simply dial the numbers 1280 before you dial the phone number you wish to call.

Does not work with Sky, if you use 1280 you still get billed by Sky.

Ah, I think you're stuck then, sorry. I thought that prefix code would work with Sky too. I guess all you can do is either ask BT to remove the calling features or pay for them. When I had a BT phoneline I kept forgetting to make the required number of calls every month so I just ended up paying for CLI and 1571 anyway.

CLI used to be completely free as part of "BT Privacy At Home" but I think they've changed the terms and conditions of this service.

For an alternative to 1571, it might be cheaper in the long run just to buy an answerphone.

    (or buy a BT chargecard)

Sky Line Rental includes Caller Display for free, so might be worth switching your line rental away from BT.
