Where do i Send claim to Royal Mail?

hi, i have had something go missing in the post (paypal have frozen my account 
i Have filled in numerous online forms at Royalmail.com, but there have been no responses other than automated ones, which i reply to with no success?
can anyone tell me where i would send a claim for lost overseas small packet post, and is there a form i have to fill out?

P.s. what's the point in offering £500 of paypal protection, if at the first claim, they freeze my account until i put some moey in it :mad:
P.P.S is there anyway to link my ebay account to a different Paypal address?

Firstly to unfreeze your paypal account you will need to refund th ebuyer in full, so do that as that stops the chargeback immediately. The buyers refund is not dependent on your RM claim.
You can pick up a claim form from the Post office which needs to be completed and sent back with your certificate of posting and proof of item cost. For overseas packagaes a claim cannot be made until 20 working days have elapsed.
Alternatively phone RM on 08457 740740.
There are two types of complaint online and it sounds like you are just reporting a problem not making a claim , a proper claim whilst it can be made online still has to be printed out and posted off (daft I know) together with your proof of posting etc.

also, how do i get my ebay fees back, as there doesn't seem to be a viable option, and i wouldn't want to do a mutual, as this buyer has been far from friendly.

No, you will have to load your paypal account to enable paypal to refund the buyer and unfreeze your paypal account.
The NPB process will get your FVFs back but obviously the buyer will be less than pleased if you go for a non mutual option, and he may well put in a counter claim for a non performing seller.
You say that the buyer has been less than friendly, but he may well have been forced into a chargeback if you didn't sort out a refund in a timely manner voluntarily.

the buyer filed the Paypal claim before the date i was told by Royal mail as maximum waiting time for an overseas item. (which elapsed a week after he filed the complaint, he only has 2 feedback, so i think he's scamming me, but i suppose it's my own fault with no tracking)
can i switch my paypal accounts on ebay, as i have two, and i am not putting money in to pay off this amount, and would rather close that account down.

As I mentioned previously a buyer does not have to wait until you start a RM claim to get his refund, the RM claim is for your benefit not the buyers. His claim is with you.
If you switch paypal accounts and paypal realise (and it isn't certain that they will) then you will lose that one as well. Also there is a possibility that paypal will mark you as a bad debtor for the original amount owed, which will affect your credit rating. Lastly as you have not refunded you can't do an NPB claim, mutual or otherwise.
