PCN - Contraventions 12 and 19

Hi All,

Firstly forgive me if this gets too long, here follows my story and question.

Living at my Mum's for a shrot period of time, where permit parking system is in place. Visitors can park if they display a scratch card type permit. Unfortunately, due to my mind slipping, i have been given 2 tickets in the past few weeks. I got my first ticket for displaying a permit with the correct date scratched off but without the registration written down. This fine was marked as contravention 19 - "parked in a residents or shared use parking place or zone displaying an invalid permit, an invlaid voucher or an invalid pay and display ticket" the fine was £6 reduced to £30 if payment was made within 14 days - i did this.

I recently received a ticket for a similar crime(!) this time the permit was displayed with the registration written down, but the dates not scratched off. This time the contravention was listed as 12 "parked in a residents or shared use parking place or zone without clearly displaying either a permit or voucher or pay and display ticket.

This to me, seems to be the wrong contravention code, i.e. i was displaying a ticket, just an invalid one, so the contravention needs to be 19, not 12.

I will appeal regardless as it's very annoying to have to pay so much to make an honest mistake, however i wondered if you had advice on best attack. Either state that the contravention is incorrectly recorded, and so the ticket is invalid (if it is possible to do this)? Or ask for proof, as currently the photos aren't available, ovre one week after the contravention.

Also, just noticed that the vehicle model is inccorectly identified in the second ticket, though this is trivial i presume?

I'm assuming this is a council ticket? Please read the sticky on the front page of the board and follow the instructions. We need to see the ticket - all of it.

The second PCN should have been code 19 if it was displayed but invalid due to dates not being scratched off. As the contravention description is incorrect you will be able to get this one cancelled so long as there is evidence supporting your claim such as a photo or an entry in the CEO's log book saying permit dates not scratched.

It's worth taking pictures of the sign and bay markings as they may not be legally compliant and may get the first PCN cancelled to...edit..too late...just noticed you paid it. Remember for next time.

Just in case anyone is reading this in a similar position, i got a letter informing me that the pcn was cancelled as the contravention code was incorrect. shame ive just got another ticket with the right code then....!
