Bad smell - who to report to?

There must be a litter of dead rats somewhere to create such a stench. wouldn't like cleaning up that mess.
apparently they die in the sewers so you don't see them. And of course areas with students have more rats
so I would guess prob several litters...would rather have them dead, smell and all, though 0 -
