shower repair man took our shower head

ok so this is a short and sweet question...
we rent a house...
the shower head and hose were broken...
the LA said replace and provide receipts for refund...
we did the replace part and have put them in for refund...
the shower broke, no cold water, no mixing, just boiling hot showers...
LA shower man took 2 weeks to come and repair...
when he did he took the new hose and new shower head with him (posh metal looking ones)...
we still asked for refund as it wasn't our fault...but LA said no, as we now have a new shower...but we still paid out to replace their goods and no longer have the goods to show for the money! I dont mind if they just give the things back, but he has taken them deliberately as even the packaging for the head and hose was still around and now isnt - all very odd.
anything I can do? the bits were around £30 (LL agreed to this)...

Did the LA/LL confirm in writing that they would reimburse you for the shower parts? If they did then you write reminding them of this and formally request the refund of your money.
If nothing was put in writing then it's obviously your word against the LAs that there was agreement that reimbursement would actually be made. However, in that case I would write and say that a workman engaged by the LA has taken your personal property from the premises and that either they get him to return it, complete with its packaging, within 3 days or they must cover your loss.
Check whether this LA is registered with ARLA, UKALA, OEA schemes etc and, if they are, put in a formal complaint. On the bottom of your letters make sure you put "cc: Private Sector Rentals officer, Bigtown Council."
You are legally entitled to know the name and address of your LL - copy any letters you send to the LA to him/her too. If you haven't been given the necessary info ask the LA for it in writing - they have 21 days in which to provide it to you.0 -

I will send it to them tomorrow with copies of the receipts (I did take those!)...
