Worth Appealing?

Hey,
I moved into a new house on the first and spent the day driving back and forth and unloading my stuff. I was parked in residents parking but left a sign in the window saying that I was a new tenant and hadn't sorted out my parking yet. I was up pretty much all night moving stuff and then fell asleep in the early hours of the morning, when I woke up it was half past eight (The free parking had ended at 8am) and I had a ticket for £25 that will go upto £50 after 14 days. I sorted out my residents parking that day so I now have a pass. I was just wondering if I have any grounds to appeal the ticket, since I am a resident and I did sort the parking pass out at the first oppurtunity.

Its always worth appealing if this is a council ticket. If so post it up using tinypic, see stickies. Hopefully an expert will be along to point you in the right direction.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

All I can say is yes, appeal it!
Im awaiting the outcome of mine at the moment, these people seem to think they can give out tickets and the public wont know if there correct or not.
The experts will be along in the morning so check back =]

Sorry to bump the thread but the reply I recieved was:Thank you for your recent correspondence in connection with the issue of the above Penalty Charge Notice.
The circumstances as to why the Penalty Charge Notice (PCN) was issued to your vehicle have been considered by this office and I have to advise you that the grounds for representation against the PCN have not been established.
The Penalty Charge Notice was issued to your vehicle for failing to display a valid ticket for the period parked. You will appreciate that failing to display a valid ticket is a contravention of the parking regulations and as such the Penalty Charge Notice was therefore correctly issued.
I can also confirm that the parking bay in which you chose to park is clearly and unambiguously signed as being subject to a pay and display bay. It is unfortunate that you did not see the signs, parking meters and road markings before parking your vehicle in such a bays without paying the required charge. This lack of observance is not a justification for non payment .
You are therefore required to pay the sum of £50.00, or the discounted sum of £25.00 providing that payment is received within 14 days of the service date of this letter. Failure to pay the Penalty Charge Notice within 28 days of the service date of this letter will result in the Council issuing a Notice to Owner (NTO), which will require the registered keeper/owner/hirer to pay the charge or make a formal representation to the Council.
The council is obliged to consider any representation made even where it has previously concluded that the evidence presented is not such that it considers it should cancel the PCN. If the representation is unsuccessful an appeal may be made to an independent adjudicator, who will be able to consider whether your case falls within any of the statutory grounds for the appeal to be accepted.
For legal reasons, it is not possible to appeal to a parking adjudicator unless the owner of the vehicle first makes a statutory representation to the local authority. The details of the statutory representation can be found on the rear of the NTO.
Does anyone know if its worth a formal complaint or should I just give up? I can't really afford £25 let alone £50. Also would they send my NTO to the registered keeper of the car? Which would be at my home (non term-time) address.Overdraft: PAID

Just an update - I paid it off. I wasn't sure whether I was in the right and the extra £25 seemed like a lot to lose. Thanks for everyone who advised me so far
