Corinne, the bank does not have to pay out 100% on financial hardship,
Firstly let's deal with their offer. If it is paid back into the account how much as of today would you be able to withdraw?

Do you have priority debt arrears(mortgage/rent, council tax, utilities)?
Are any of the priority arrears being paid via a payment plan?
I have not worked for NatWest Bank since February 2009

HSBC should tell you how they have arrived at that figure and if it is calculated on portions of priority debts they should allow you to withdraw that amount.
