This? It's an old C64 game packaged with an emulator, so you shouldn't need to download anything else.

Assuming you've installed the game, running it should produce a small window alongside a splash screen which disappears after a short interval. Once the game has fully loaded, you can stretch the window by dragging the corner to a size that suits you.
Try running the game in Windows XP compatibility mode.0
