Inland Revenue - Late Penalties

If late penalties are unlawful for credit card payments are late penalties lawful for the Inland Revenue - especially if there is no loss of revenue to the Inland Revenue and they don't have to do any actual work just send you the late penalty?

    Parking tickets are surely 'punitive' also? And wheelclamps? What else is there that people can try to weasel out of?

    If there is genuinely no loss to the Inland Revenue, for example if your tax return was submitted late BUT you did not owe any extra tax, then a penalty notice will be issued but restricted to the amount of the additional tax due, £Nil.
