parking arrears, help needed about my rights ?

hi, i use an automated contractors parking permit in bath that charges me at the end of each month.
the council have not taken a payment from my account for 2 years and have only just discovered this.
they have now sent me a invoice for £567 and have given me 3 months max to pat it off, which i cannot afford to do at this moment.
anyone know what legal rights i have to pay this back over a longer period?
