What are the pros and cons of NICEIC work?

Hi first post after a few years of reading. I'm in need of some help, my parents house is in need of a full rewire we've gotten 4 quotes for a 3 bed house with conservatory and loft. 3 were from Niceic certified electricians one was from a friends recomendation who is not certified. The first 3 came in betwen £3800-4500. The last was only £2500. I'm not worried about the quality of the non niceic certified guy as the recomendation came from a corgi plumber who's big on the details and has had the electrician do his own house.
So what Im trying to work out is what would we be missing out on for the extra £1500?
We want the work done properly checked and inspected and whatever else is required but at the same time the price difference is vast.

You don’t need to be registered to do the work but unless you are you have to notify building Control and they will organise inspection and testing and issue the required certificate.
Registered means one of the professional organisations (NICEIC, ECA, NAPIT etc) who generally can certify their own work although the need to notify building control is still there.
Being in the NICEIC isn’t particularly hard or expensive (£500 ish a year full and less for the domestic only scheme) and I’d be asking why the cheap one isn’t registered with one of the bodies. It might be that he keeps his prices down by avoiding unnecessary overheads like NICEIC, it might be that he doesn’t have the required qualifications/procedures/equipment to pass the assessment, it might be that his site work isn’t good enough, it might be he hasn’t be trading long enough to get in, lots of possibilities.
Another advantage of registered people is that the NICEIC for example will sort out completion & faults if the sparky goes bust. They also have a proper complaints procedure if things go wrong.0 -
Perhaps you should ask the cheaper guy how he manages to do it so much cheaper. In any event you will presumably have to pay extra to someone to get the installation certified.I can afford anything that I want.
