inexpensive safety childs outdoor play area flooring

Can anyone suggest an inexpensive type of outdoor childrens play area safety floor covering. Artificial grass very expensive, re-constituted rubber tiles not cheap and prone to disintegration after a period, specilaist flooring tiles also expensive - someone somewhere may have the answer and would like to hear of it.
