Travel Insurance cover when left the UK

Hi Folks,
Not sure if youcan help me BUT here is my question. My daughter has left the UK holidaying in South America for 6 weeks, unfortunatey she has not checked her Travel insurance to ensure it's still active which I only discovered when I was giving a her a lift to the airport. As a concerned father, I tried ringing everywhere to arrange a cover for her BUT no insurance company wants to cover her as she has alreadyy left the UK. I didn't realise you needed to apply for the Travel Insurance whilst in the UK. So have you had similar problem in the past, if so have/do you know of a company who could provide the cover given our situation please?
