Charge for not having car-hire ???

Hi all,
Just got an email from Travel City Direct. I had asked how to deselect car hire from my booking online as you are not offered the choice not to have free car hire and MANDATORY extortionate insurance. ...... What happens if you don't drive?
The email said you can remove car hire if you book over the phone however, you will be charged £30 per person for not having car hire.
How can you be charged extra for not having something that is free in the first place.
Any views?
