Moving in with dad...?

Hi all, thanks for taking time to read my post. (i hope i have posted in the right section)
I have a few questions...
Brief history...
Dad (disabled claiming long term incapacity benefit till july when he turns 65 and gets state pension) rents from local council 4 bed house, mum passed away in March, dad still pays full rent on the house and has 25% off his council tax. Both my sister and myself help and support dad as best we can, (washing, cleaning, chores, meals etc)
Sisters husband has suffered 3 strokes, and rents private sector. Lives about 200 yards drive from dads...
Would it be possible for my sister to move in with my dad and obviously take my brother in law with her to look after both of them under one roof. Would she be entitled to any allowance? Would dads benefits stop? Would my sisters benefit stop for looking after my bro in law?
We have talked about it quite a lot and it seems like the ideal situation, she would not mind doing it, as it effectively kills two birds with one stone as it were, and as she lives so close it seems like the right thing to do?
Would the council have any objections to this arrangement in anyones experience?
Any thoughts or suggestions would be greatfully received.

Does your father or BIL claim DLA?0 -
If your Sisters benefit for looking after your Brother In Law is Carers Allowance she will not be able to claim this for your Father as well (assuming he is receiving DLA care at the middle or higher rate) because it can only be paid once.0

Your dad wouldn't lose any benefit. He would lose the 25% council tax discount as he has other adults living with him.
Why isn't he claiming housing and council tax benefit at the moment? If he's only getting IB then he should be entitled (but not if he has savings in excess of £16K)
If he's awarded some HB and CTB he would lose some of this when they move in because there would be non dependants in the house with him. However if he's been awarded the care component of DLA the non dependants are disregarded.
Your sisters benefits won't change.

HI thanks for the responses. My dad at present does not claim HB or CTB, but is on LTICB until he reaches 65 next month, then i presume he would get state pension. My sister does claim income support for herself and carers allowance for my BIL. Thanks again for responding to my post0

Once he became 60 the law says he needs £130 pw (rate since April) to live on so if he's not got too much capital he's probably been entitled to pension credit and hb and ctb for a while. Make sure he claims it when he gets his state pension as well if his rate is less than this.I'll get you, my pretty, and your little dog too!0
