Natwest claim!!!

Hey all,
I recently put a claim through to Natwest late last year. They responded saying they will only look at the case once the FSA has come to a decision on this or would only look at it now if I was in financial hardship.
I wasnt at the time - but my friend who also put in a claim to Natwest had a cheque through today for his claim! He is not in financial hardship but they seem to have paid him.
Are natwest now paying out?
