Driving with a blown bulb is, strictly speaking, illegal. But every time this has happened to me the police have been fine - pulled me over, check my licence & insurance, and ask me to get it fixed ASAP. The thing is, a light out is a valid excuse to pull you over and check the rest of the car and your documents. If everything's in order, then you would have to be really unlucky to get fined - most police are reasonable human beings in my experience ! But if they find anything else amiss, then they could add the defective bulb to the list of other offences.
I don't know what would happen if they wanted to make an issue out of it. Even if you checked that it was working when you set out on your journey, who's to say it didn't blow partway though the journey, when you went over a pothole or something ?
