OP, can you clarify who the property is let to? From your original post, it would appear that your father was taken on as the sole tenant.
If your brother and yourself plus children have moved in without notifying the LL, and are not on the tenancy agreement, then I think it may be a difficult situation.
Tenants cannot just allow anyone else to move in with out informing the LL. Most agreements state this.
