Lining the bottom of a gas oven question.

Is it true that lining the bottom of a gas oven reduces the flow (of gas and air I'm assuming
) and makes the oven less efficient? I've always used either tin foil or a silicone liner to catch the drips & splashes and have never had any problem. But I have a new cooker and it certainly is not as efficient (does not get as hot) as my previous one.
Any experts care to express an opinion please?:D
