new flat, don't know telephone number

Hi, is there anyway to find out the telephone number by address?
I've moved into a flat and I am having a nightmare trying to get a line for Broadband. I wanted Virgin cable but it is not in this area so will have to go on their National Service but must have a BT line. There is a dialling tone so the line is active but when you try to make a call there is a message saying the call has been directed to BT and that there will be no charge for this call. I phoned BT but they say the line is still active to the previous tennant so I guess he never cancelled before moving out. BT have said there will be a reconnection charge of £120+. If I don't activate the line via BT to have calls with Virgin I will have to pay a similar charge for cancelling my previous Virgin cable contract from my previous address. Seems I will have to pay a heavy charge either with Virgin if I go with another provider or pay a reconnection charge with BT to activate a line to stay with Virgin.
Also I thought I would bypass either and go with another provider like Tiscali or Talk Talk but I need the phone number of the address before they can do this. If I had the phone number I could do the line rental with them and not have to pay any charges.
Is there any other way round these problems as I can ill afford these charges as I am unemployed and on jobseekers benefit at the moment.

Dial 17070.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0
