    I'm not entirely sure it's a case that the employee "doesn't want to work". Maybe they just want enough predictable work to earn a living from, and feel that they've been effectively made redundant due to their hours being cut back so much for so long, and wish to make a new start in a new job if the right amount of work cannot be guaranteed.

    Don't forget you only hear one side of a story when anyone posts here, yet you seem to have latched on to the OP's comment that the employee "doesn't want to work" as if it were the whole of the story. Regardless of which one is "right" and which one is "wrong", I'm willing to bet the employee concerned sees things slightly differently from the OP.
