HSBC refusal to give replacement card PLUS interest increase...

Hi,
this is my first post so i hope ive got it in the right place :-S
I just got a letter from HSBC this morning saying I couldnt have the replacement credit card i requested after "a consideration of conduct of my credit card blah blah". I've got a couple hundred pounds available on it (still showing on my internet balance as such), am a HSBC customer for my current account and loan and run my accounts really well (or at least so i thought)
Worse still they are hiking my interest from 17.9 to 21.9% APR as of next month- something ive noticed seems to be happening to other people here on the board.
I'm pretty distraught- been struggling financially to get through a PhD and jsut got back to work after having a baby- this feels like such a kick in the teeth:(
Id be really grateful if anyone could enlighten me as to whether they are in their rights to do this?! and if anyone has had similar situations, any good ammo for dealing with them:(
