Does new ruling mean new claim?

Hi, does anyone know if I have to contact my bank to reclaim bank charges even tho I tried about 15 months ago but was told that they were lawful?
I originally sent off the template letters and copies of all my charges but to no avail.
With this new ruling,will the bank automatically refund my charges or do I have to go through all the paperwork again.
