Tax credit Annual Review Query

Hi,
I have received an annual review letter (despite only just applying for tax credits). The form asks to contact HMRC if joint income for 2007 to 2008 was less than 2009 - which it was.
They did not ask this question on the original claim form. Does this mean we will be entitiled to a greater payment due to less income in the previous year? Have tried to call them but cant get through.

They are possibly asking for this info if you are getting your claim backdated for 3 months. If the 3 months backdating falls in to the previous tax year (before 6th April) they wouls ask for yous 07/08 income as tax credits are based on the previous year's income.0
