Loan Arrears fees

About a year ago, I was struggling making all my loan repayments, so I contacted some of the lenders and was able to make an arrangement with Black Horse. I have made all the payments of £60, but each month they have charged me a £30 default fee.
I know other lenders have started to scrap these monthly charges, as the FSA do not consider them to be 'good practice' and the ombudsman have uphead some complaints.
Is this correct and is it worth making a complaint?
