Got the parking ticket and refund voucher mixed up - FINED

Hello
Yesterday I received a parking fine from Sefton Council for failing to display a valid parking ticket. I had bought a ticket but had accidentally put the refund voucher part on my windscreen and handed in the parking ticket at Asda for my refund.
Do I have any grounds to appeal if I send in my Asda receipt which shows that I was given a refund of £1.20 at the time in question? The fine is set at £25 if I pay within 14 days, but I believe if you send in an appeal, they will freeze the deadline, is this correct?
Thankyou
Abigail

It sounds like a case worthy of "discretion".0

Yes, I would tend to send them a scan of your ticket and recipt, explaining what happened. Never send the originals.
Either that, or get the thing scanned-up (both sides) and stripped of personal details, then post it here so the experts can have a look at the wording. See the sticky at the top of the forum.0 -
Thankyou, I have sent them scanned copies of the PCN, the refund voucher and my Asda receipt showing my refund, as well as a nicely worded letter. Hopefully, they will have a heart!0

I didn't know there were council parking tickets that got refunded if you shopped at a certain supermarket. That seems strange, is this commonplace? Sorry to question you, but are you certain it's a council ticket and not a private one?0

I've seen it in a few places. Generally where the council owns the retail park or has developed one round an existing public car park.
It is worth double checking though as these are often prime candidates for selling-off.0
