Wireless network question....

Hi folks.
I think I know the answer to this already (and I think the answer's probably "no"), but if I don't ask the collective wisdom of MSE Tech, I'll never find out, will I?
I've just moved to Germany to work, and moved into my flat today. As yet, I don't have telephone access there, let alone internet access, but internet access, and broadband if at all possible, is a very high priority for me.
I switched on my laptop in the flat and it "found" two wireless networks nearby - presumably the flats alongside/above/below. Unfortunately, both are security protected, so I can't leech off them (as if I would.... :rolleyes: ), but it's great news as far as I'm concerned, because it suggests very strongly to me that Broadband access of some type is going to be possible for me there... :T
SO. To my question. Is there any way for me to find out (without going knocking on random doors with my bad German) via my PC who is supplying the broadband internet access for the people who have the routers which my PC has picked up?
Hope that's clear enough - all help gratefully received.

Tiscali operate in Germany and I read that they are the 3rd largest, so there must be others.
