Credit card balance transfer blocking

I rang american express today about the ability to transfer my outstanding balance which I have with them on my credit card and they said this is not allowed!! I asked why and they told me it is blocked by american express to prevent anyone trasfering balance from their card. Finding this unacceptable and completely unfair in a global credit crunch, I asked to speak to a manager. on hold for about six minutes, she returned to the phone and simply said they have unblocked it to allow me to transfer in this instance. Is this legal what they are saying because I thought it is poss to transfer any balance from one credit card to another in order to pay off debt more promptly and minimal cost. Can anyone tell me if they have heard of this before because I feel that this should be legally challenged with A.E. It didnt take much pressure to have it reversed - how many other people have experienced the same.

A balance transfer is just a payment. They can't block it, you shouldn't even have been talking to them about it, it's the providers of the new card that do it for you.
